    A new year and a new decade began yesterday. In this issue we take a look back at 2019 and it was a year of changes, especially in the business world here in Worland. We had a number of businesses that were shuttered, most notably Reese & Ray’s IGA (although the liquor store is still open) and Shopko.     WORLAND - Worland Ward 1 Council member Gary Gerber, 68, was remembered last week as a knowledgeable city employee and council member and a caring Worland resident. Gerber, who retired just a few months shy of 45 years with the City of Worland in 2016, served on the council since 2017. He passed away at Spirit Mountain Hospice in Cody from metastatic lymphoma, on Dec. 25, 2019.     WORLAND – Schools in Worland will be using a new Raptor security system as a preventative measure to ensure whoever is entering the building is safe to be with children starting this Monday, Jan. 6.     WORLAND — In looking back at 2019 and ahead to 2020, Worland Mayor Jim Gill said the main focus for the city will continue to be street improvements. In 2019, the city completed a double gutters, curb and gutter, sidewalks and miscellaneous street and concrete upgrades project in a few areas around the city, including Sixth Street. They also completed their fourth GSB 88 project in the city.     Coal tax losses in Lincoln County top $1.2 million AFTON (WNE) — Lincoln County Treasurer Jerry Greenfield released a report at the end of the year summarizing the first losses associated with the shutdown of the coal power plant in Kemmerer. “Financially, this has caused a loss in coal sales in the amount of 1.2 million tons per year, resulting in a loss of sales tax revenue totaling $1,260,000 to the cities, towns, county and state,” the report said.     Thermopolis resident, Allan Thomas Baird, 78, passed away January 1, 2020 at the Wyoming Medical Center in Casper. Born August 20, 1941 in Worland, Wyoming, he was one of four children of Thomas and Edna (Rankine) Baird. In 1964 he married Pat McGarvin in Golden, Colorado. The couple raised four daughters. They ranched on Gooseberry and Cottonwood Creeks for over 60 years. Pat died in 2004. Allan was a 4-H leader and served on the South Thermopolis Water Board.
