    WORLAND – City of Worland residents will be faced with another increase in garbage pickup rates after a motion by the Worland City Council Tuesday night. The council carried a motion to approve on first reading Ordinance No. 831, which would increase garbage pickup rates by $5 per month to help cover the increase in landfill rates starting in April. 1.     CHEYENNE, (AP) — Sublette County Sheriff Stephen Haskell faces felony charges alleging he billed the county for uniform purchases placed before he took office early last year. Natrona County District Attorney Mike Blonigen, acting as special prosecutor, on Tuesday filed three felony and two misdemeanor charges against Haskell in Sublette County Circuit Court. “I am completely blindsided by these allegations and charges,” Haskell said in a statement released by the sheriff’s office.     JACKSON (AP) — An avalanche in Teton County killed a 30-year-old snowboarder on Tuesday. The Jackson Hole News&Guide reports that Teton County Coroner Dr. Brent Blue identified the victim as Jed Wesley Foster, a Jackson resident formerly of Indiana. The avalanche happened on a peak called the Pyramid. The peak is in the Teton Range south of Jackson Hole Mountain Resort.
