    CHEYENNE — Wayne Chester Lawton, 69, of Worland was sentenced by Federal District Court Judge Alan B. Johnson on April 13, 2017, for possession of child pornography. Lawton was arrested in Casper. He received 70 months of imprisonment, to be followed by five years of supervised release, and was ordered to pay a $100 special assessment.     WORLAND — Rocky Mountain Power has asked the Wyoming Public Service Commission for a rate decrease for customers totaling $16.2 million.
