Retailers and technology companies led the way as the market erased some early losses.     LARAMIE — WyoTech’s future in Laramie brightened considerably Monday when Gov. Matt Mead authorized a loan of up to $5 million for Jim Mathis’ DBJJDM Enterprises to take over operation of the technical institute.     WORLAND – Filing for state and local offices began last Thursday and runs through June 1, for a variety of offices on the primary ballot, scheduled for voting on August 21. Applicants for state offices must register through the Office of the Secretary of State, while county positions will register with the county clerk.     CHEYENNE - The Wyoming Game and Fish Commission set a conservative approach for Wyoming’s first grizzly bear hunting season since 1974. Grizzly bears in Wyoming have exceeded recovery criteria since 2004 and management of the bear was returned to the state last year.
