    WORLAND — Quick wit and quick thinking by Worland resident Lorna Hughley prevented her from falling victim to a phone call scam Tuesday. Hughley said she has a cell phone and a landline and the call came in on her cell phone, which she thought strange to begin with. The caller said he was with Publisher’s Clearing House, which he was not, and that she had just won $280,000.     LARAMIE (AP) — As it looks for ways to cut tens of millions from its budget, the University of Wyoming is proceeding with a $30 million overhaul of the system it uses to keep track of its finances.     CHEYENNE (AP) — The former president of the Wyoming Board of Nursing and a senior Wyoming Department of Health official face felony charges alleging illegal delivery of a prescription painkiller. The Laramie County District Attorney’s Office last week filed a charge against Cynthia Woods of Wheatland alleging illegal delivery of hydrocodone.
