    CASPER - Karsten Simmons finished first in the 10-12 age group at the Casper Country Club Monday afternoon as part of the Wyoming Junior Golf Tour. The tournament was planned for a full 18 holes but due to a scheduling mix-up the golfers played nine holes instead.     LARAMIE — A committee charged with consulting with University of Wyoming President Laurie Nichols to prepare a plan to reduce spending in the 2018 fiscal year has recommended a total of $15 million in cuts across the university, based upon current budget allocations.     GOLDEN, Colo. (AP) — It’s a locked room mystery with a twist: Instead of a room, it was a car, and instead of a victim, it was an inquisitive bear.     Longtime Worland resident, Margaret Lucille Justus, passed away in Kalispell, Montana on July 8, 2016 at age 86. Lucille was born in Worland on November 8, 1929, a daughter of Margaret (Lass) and Carl Lungren. She was raised on farms in the Worland area and attended the Durkee School before attending Washakie County High School where she graduated.
