    By Marcus Huff Staff Writer WORLAND — Washakie County Emergency Management Director Jeff Schweighart reports multiple road closures in the Big Horn Basin, and advises against trying to travel back roads to avoid closures on Highway 16 and the Wind River Canyon.     WASHINGTON — The Postal Service will soon release a first-of-its-kind stamp that changes when you touch it. The Total Solar Eclipse Forever stamp, which commemorates the Aug. 21 eclipse, transforms into an image of the moon from the heat of a finger.     WORLAND — The Worland Warriors and Lady Warriors soccer matches against the Star Valley Braves and Lady Braves scheduled for this afternoon have been canceled due to weather. Star Valley was unable to make the trip with the Wind River Canyon being closed.     THERMOPOLIS - Wyoming Department of Transportation personnel fighting a spring blizzard in central Wyoming won't reopen U.S. 20/Wyoming 789 through Wind River Canyon until about noon Saturday.
