    CHEYENNE (WNE) — Average gasoline prices in Wyoming have fallen another 19 cents per gallon in the last week, averaging $4.16 per gallon Monday, according to GasBuddy.com’s survey of 494 stations in Wyoming. Prices in Wyoming are 64.3 cents per gallon lower than a month ago, and stand 63.5 cents per gallon higher than a year ago. The national average price of diesel has declined 13.1 cents in the last week, and stands at $5.14 per gallon.     CASPER — Amid reports that a billion-barrel oil reserve had been discovered in central Wyoming, the company behind the find was quick to explain that it has not, in fact, doubled the known volume of recoverable oil in the state.     WORLAND — Washakie County Planner David Anderson last month announced his resignation. His final day on the job was Wednesday, Aug. 10.     Several years ago I decided as a journalist I would register as unaffiliated or independent. I realized the difficulties that would entail, especially in the Big Horn Basin where many county races are decided in the primary, but I still felt it was the right thing to do. A few times I have switched my affiliation from unaffiliated to Republican to have a say in local races.
