    NEW YORK (AP) — U.S. stocks rose again Thursday as investors were pleased with a report that showed spending by U.S. consumers grew in July, along with wages and salaries.     CHEYENNE (AP) — The owner of a commercial building in Cheyenne has filed a lawsuit against the state of Wyoming over payment of rent. The Voss Family Limited Partnership filed the lawsuit last week in Laramie County District Court. According to the Secretary of State’s Office, Voss Family Limited Partnership is located at 801 West Big Horn Avenue in Worland with Wayne T. Voss as the registered agent.     RIVERTON (AP) — Investigators say they haven’t given up trying to solve the mystery of a woman who disappeared while jogging in the mountains of Wyoming 20 years ago this summer. Fremont County Undersheriff Ryan Lee says investigators suspect somebody was involved in the disappearance of 24-year-old Amy Wroe Bechtel in 1997.
