    WORLAND - Worland youth golfing phenom Karsten Simmons was at it again winning the Longmont Open in Twin Peaks, Colorado on Sept. 2-3. As part of the Rocky Mountain Junior Golf Tour, Simmons shot a 72 on Day One, 71 on Day Two for a 143 tournament total.     LARAMIE — A dedication ceremony at a monument site commemorating the death of a University of Wyoming student killed in a freak accident on campus in 1922 will be held Friday, Sept. 15, at 11 a.m. The ceremony is at the Lowell O’Bryan stone monument, located on the campus walkway leading to Ninth Street and west of the front entrance to Old Main.     TEN SLEEP – On Wednesday, during the September Town Council meeting, it was announced that the town’s sewer improvement and upgrade project is moving into the second phase, with major replacement of lines along the Cottonwood area of town.     CHEYENNE - Over the course of the eight-year license plate design for the state of Wyoming, the Wyoming Department of Transportation will produce between 3.5-4.5 million sets of plates. This amounts to more than 1 million pounds of aluminum every eight years that WYDOT Tag Plant Manager Steve Lund said WYDOT hopes will be reused or recycled.
