    NEW YORK (AP) — U.S. stocks rose to record highs Tuesday as banks kept rising and retailers climbed after some encouraging job data. It was the second straight day for big gains in bank stocks as bond yields pushed higher, which allows banks to charge higher rates on loans.     WORLAND - On Tuesday, the Washakie County Commission awarded a $109,255 contract to McClellan and Macqueen Inc., of Worland, for the removal of a sediment sandbar in the Big Horn River, adjacent to Riverside Park. The firm was the only bidder.
