    WORLAND – Worland resident Richard Morris Rush, who has been missing since Sept. 9, was found deceased around mid-morning Friday. Washakie County Sheriff Steve Rakness stated that it appears Rush was involved in an ATV crash. Foul play is not suspected. Family has been notified and no further details will be released at this time until an autopsy has been completed.     LARAMIE — Tuition for most University of Wyoming students will increase by 4 percent in the 2019-20 academic year, with the exception of online graduate programs for nonresidents and two other specific online programs.     WORLAND – Firefighting crews from several agencies are on the scene of an estimated 2,500-acre fire roughly 30 miles south of Worland, (7 miles north of Thermopolis) on Black Mountain Road, affecting both private and public lands. First reported at 4:30 p.m. on Thursday, the fire quickly spread due to dry conditions.
