    BASIN — Longtime District Engineer Shelby Carlson is leaving the Wyoming Department of Transportation this week for an administrative position with the Wyoming State School Facilities Division in Cheyenne. WYDOT District Maintenance Engineer Pete Hallsten of Basin will serve as the Interim District Engineer until Carlson’s permanent replacement is hired.     LANDER — Ninth Judicial District Court Judge Norman E. Young, after hearing arguments for about three hours Friday in Lander, announced that a decision to dismiss will take two to three weeks. Young is presiding over the civil lawsuit Joe and Barbara Campbell versus Tri-County Telephone Association.     Our precious, loving Kimberly Sue Tolman passed away in Thermopolis, Wyoming on Wednesday, September 21, 2016 at age 58. Kim was born on August 22, 1958 in Worland, Wyoming, a daughter of Lonna A. (Atkinson) and Marvin H. Tolman. She grew up in Worland and loved to spend time with her dad on the Tolman Ranch where she could ride her horse, "Paint." She liked raising "bum" lambs, and all of the ranch animals.
