    WASHINGTON, D.C. — The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Wireless Emergency Alerts (WEA) and Emergency Alert System (EAS) this Wednesday as part of the Integrated Public Alert and Warning System.     WORLAND — The Worland City Council will consider the resolution to annex portions of the Hillcrest Subdivision and the Healy property on the northeast edge of the city. On tap for tonight’s regular meeting is the resolution, which City Attorney Kent Richins said last month would be the first step to begin the process of annexing the nearly 30 residences into the city limits.     TEN SLEEP – The Ten Sleep Town Council will meet Tuesday at 7 p.m. to hear regular department reports and get an update on the town’s ongoing U.S. Department of Agriculture project to upgrade the town’s lagoon.     Andrew David Ankeny, 79, passed away peacefully on September 25, 2018 at his home in Worland surrounded by loved ones. Andrew was born in Garland, Wyoming on August 1, 1939 to Carrol Edwin and Martha Johanna (Blankenship) Ankney. After his father's death, the family moved to Powell in 1945. He started school in Greybull in 1948, where he was very active in sports. He later served in the Army Reserves and was honorably discharged in 1957.
