    WORLAND - A two-year project has started to replace three bridges and reconstruct a small piece of Wyoming Highway 433 (West River Road) roadway near Worland.     Partisan or non-partisan that is the question on the minds of many states the past few years and the topic has been school board elections. In Wyoming municipal races and school board races are by statute nonpartisan, meaning candidates do not need to declare a party and for school board races no primary election is necessary.     WORLAND — Records were set before a record crowd at Saturday’s 11th annual Wyoming Championship Giant Pumpkin Weigh-Off. The giant pumpkin weigh-off started at Lungren’s Pumpkin Patch and moved to the Washakie Farmers Market, then to Big Horn Coop and has landed a home the past three years at Diesel Pickup Specialists along 10th Street.     Twila was born April 24, 1935 to Dorothy (Obermiller) Heisner and Lloyd Heisner at Rockville, NE. She attended school at Rockville, graduating in 1952 as Valedictorian of her class. She was very active in school activities, 4-H, and riding her horse in Horse Shows. She met her future husband, Richard playing 4-H softball.     Wayne Fehlberg passed peacefully on September 23, 2022 in Ogden, Utah. Wayne was born in Provo, Utah to Siegfried and Mary Tully Fehlberg. The family later moved to Lovell, Wyoming and then to Worland, Wyoming, where Wayne and his four siblings were raised on the family's farm. Wayne was a 3-time Wyoming state wrestling champion and went on to wrestle four years for BYU.
