    WORLAND - Worland High School culinary students worked this week to complete their steak burrito creation to compete in the annual Taco John's Culinary Cook Off. Instructor Brenda Trippel said the students are completing the challenge for a class assignment and then they can determine if they want to submit their creation to the Taco John contest.     LARAMIE (WNE) — A legislative task force charged with overhauling the University of Wyoming’s dormitories met seven times starting May 1 — with four more informal conference calls — but the task force ended its formal meetings Thursday without producing a bill to finance new dorms in 2019.     The Wyoming Secretary of State’s office released numbers this week announcing that more than 12,000 people changed their party affiliation this year from July 6 and Sept. 20.
