    WORLAND – A new Homeland Security and emergency management director will start mid-November after the Washakie County Commissioners approved a motion to hire an area resident.     WORLAND — The contractor working on this fall’s $1.13 million Americans with Disabilities Act project in Worland removed and replaced two commemorative “Trail of the Whispering Giants” coins near the Washakie County Courthouse.     BILLINGS, Mont. (AP) — A federal judge has ordered a hearing to determine if a Wyoming man is competent to stand trial in the slaying of a couple on Montana’s Crow Indian Reservation.
