    WORLAND - The Wyoming Association of Municipalities has named its clerk and treasurer of the year. Of the 99 municipalities in Wyoming, Worland's Clerk/Treasurer Tracy Glanz received the award.     BASIN - Hilary LaBudda of Basin has left his mark on highways, maybe more than any other Wyoming Department of Transportation employee in northwest Wyoming.     Robert W. "Bob" Birch, 83, passed away peacefully on Friday, November 13, 2015, at the Quarry in Vancouver, WA. Bob was born in Worland,a Wyoming on July 18, 1932, to Thomas L. and Pearl Schlosser Birch, the youngest of seven children. His father was a farmer and his mother was a teacher.
