    CHEYENNE (AP) — Special districts governing community needs like pest control are up for review in Wyoming. A legislative task force on special districts has spent the last year coming up with regulations to propose for these government agencies that collectively manage up to $1 billion in public money, the Wyoming Tribune Eagle reported.     As a boy, I always wondered about the source of the street names in my town, and about the men after whom they were named. My recent investigation into the Worland cemetery has provided me with interesting new information. One of the longer streets in Worland is Howell Avenue. This street, running mostly parallel to Big Horn Avenue for some 20 blocks, was named for J. Ashby Howell, who died and was buried in our cemetery in 1940.     JoAnn "Jody" Morrison Wesnitzer, 85, passed away November 26, 2016 at the Washakie Medical Center in Worland, WY. Jody was born on October 25, 1931 in Shawnee, Oklahoma to Walter Huston and Florence (Earnest) Morrison. She was the oldest of three children. At age 7, Jody became a member of the Girl Scouts.
