    WORLAND - Worland youth golfer Karsten Simmons traveled to Las Vegas, Nevada, Nov. 24-26 to defend his Rocky Mountain Junior Golf Tour Cup title from last season at Bear's Best.     CHEYENNE — The Research & Planning section of the Wyoming Department of Workforce Services reported late last week that the state’s seasonally adjusted unemployment rate increased slightly from 4.2 percent in October to 4.3 percent in November (not a statistically significant change).     CHEYENNE (AP) — A Wyoming lawmaker said this week he thinks incidents of inappropriate sexual behavior by state legislators likely are underreported.     SHERIDAN — Red Cross of Wyoming assisted families for four house fires last week and Tuesday.     JACKSON (AP) — Wyoming U.S. Rep Liz Cheney has introduced a bill to increase the number of days that heli-skiing is allowed in wilderness-quality land south of Teton Pass.     Last week I wrote about the “Washakie Day” celebrations first had in 1913, when Washakie County began operation, and I stated that after four years of exuberant celebration, the event was not held in 1917. The reason for this decision was that the nation had gone to war in April 1917, and Worland’s citizens felt that it was not appropriate to celebrate Washakie Day this year, though they were clearly disappointed.
