Ten Sleep Council works to amend fireworks ordinance

TEN SLEEP – On Sept. 3, the Ten Sleep Council approved on first reading ordinance 218 regarding the mayor salary and councilmen payments and ordinance 219 regarding fireworks usage.

Ordinance 219 amends section 4-5-3 of the Town of Ten Sleep Town code pertaining to fireworks. Ordinance 219 states:

No fireworks shall be in any way fired or discharged at any time within the town, with the exception of the following dates and holidays.

— New Year’s Eve beginning at 8 a.m. on Dec. 31 until 12:30 a.m. on January 1.

— Martin Luther King, Jr.’s birthday, beginning at 8 a.m. on the federal holiday for Martin Luther King, Jr.’s birthday until 12:30 a.m. on the following day.

— George Washington’s birthday beginning at 8 a.m. on the federal holiday for George Washington’s birthday until 12:30 a.m. on the following day.

— Memorial Day beginning at 8 a.m. on Memorial Day until 12:30 a.m. on the following day.

— Independence Day celebrations beginning on July 1 at 8 a.m. until 12:30 a.m. on July 8.

— Labor Day beginning on Labor Day at 8 a.m. until 12:30 a.m. on the following day.

— Columbus Day beginning on Columbus Day at 8 a.m. until 12:30 a.m. on the following day.

— Veterans Day beginning Nov. 11 at 8 a.m. until 12:30 a.m. on Nov. 12.

— Thanksgiving Day beginning on Thanksgiving Day at 8 a.m. until 12:30 a.m. on the following day.

— Christmas Day beginning on Dec. 25 at 8 a.m. until 12:30 a.m. on Dec. 26.

It is unlawful for anyone to discharge any type of fireworks, articles or devices, at any time, on or within the areas known as Second Street, between Fir and Cottonwood and to include the area known as the town park and recreation area.

Ten Sleep Councilmen voted unanimously to pass the ordinance. The ordinance will require two more readings before going into effect.

Ordinance 218 amends section 1-7-6 of the Town of Ten Sleep code as follows:

— “The monthly salary of the mayor of the town shall be $1,200 per month. Each member of the town council shall be paid the sum of $60 per meeting for actual attendance at each regular or special meeting of the town council, attendance at any committee meeting, attendance to Wyoming Association of Municipality meeting, or other meetings that are approved for payment by the town council. Salaries of the town attorney and town clerk/treasurer shall be determined by the town council.”

Currently the mayor receives $900 per month and the council members $45 per meeting for regular and special meetings only.

— No increase in salary as set forth herein of any elected officer shall be changed during his office as provided in Wyoming Statute Sec. 15-4-105.

Council members voted to pass ordinance 218 on first reading 4-1 with Councilman Charlie Holmes voting against. The ordinance requires three readings.

The next council meeting will be at 7 p.m. Tuesday, Oct. 1.
