Where do you currently live and how long have you lived in House District 28?
John R. Winter, Kirby Creek Road in Thermopolis. I have lived in HD 28 at the current address since 1999. I was born and raised in Cody, Wyoming.
Why are you running for House District 28?
I have been in the Legislature since 2019; this being my third term and we have made strides there to bring this body into a more conservative institution. I want to continue to bring about this important change for the future of Wyoming.
How would you like to address the rising property taxes in the state and what impact would that resolution have on residents, businesses, special tax districts and local and state government?
We should have put a cap on property taxes two years ago then worked to make sensible changes to the tax structure. An attempt was made last session to address the tax structure but was unsuccessful. There is currently a move to eliminate property taxes all together, but my concern is how to pay for the services we currently enjoy. I have not signed on to this approach as yet and am studying it to understand how it would work.
What areas should the state focus on to diversify its economy, so it is not so dependent on minerals?
Minerals are the lifeblood of this State along with agriculture and tourism. Instead of continually trying to hamstring these industries as seems to be the desire of our Federal Government, we should stabilize the ones we have and let private enterprise flourish.
What is one other issue that you feel needs to be addressed by the State Legislature and how would you address it?
Foreign ownership of Wyoming property should not be allowed especially by countries who are anti-American, i.e, terrorist promoting countries. This effort must continue as it was unsuccessful in 2024.
